We provide consulting services to municipalities and governmental agencies attempting to implement mandated regulatory requirements while striving to preserve their leadership and administrative role with their contract service providers and business community.

Founded in 2015, MuniEnvironmental, LLC specializes in providing Solid Waste, Recycling, and Stormwater consulting services to communities, non-profits and governmental agencies. Integrity, Diligence and Honesty are our underlying principles in providing ethical and impartial services.

We came together to build an environmental firm that will have a positive and lasting ecological impact on local communities — improving the quality of life for future generations.

Jeff Duhamel is a professional Solid Waste and Recycling consultant specializing in Solid Waste facility development and municipal regulatory compliance.

In 1997 Mr. Duhamel formed Waste Systems Technology, Inc., a professional consulting firm helping local municipalities, Recycling firms and material recovery facility (MRF) operators meet Recycling and Solid Waste compliance requirements mandated by the State of California and local agencies.

With over two decades of experience in the Solid Waste industry, Mr. Duhamel has consulted numerous municipalities in:

These efforts have helped municipalities achieve annual diversion rates as high as 62% Under contract for the City of Los Angeles, Jeff Duhamel conducted site feasibilities studies for three potential Solid Waste facility locations, preparing preliminary site plans, traffic diagrams, preliminary environmental programming and project recommendations. Additionally, Mr. Duhamel has provided local municipalities with Solid Waste consulting and auditing services that have recovered millions of dollars of unpaid fees. In 2015 Mr. Duhamel founded MuniEnvironmental, LLC, a professional environmental consulting firm specializing in Solid Waste, Recycling and Stormwater compliance.

John A. Telesio

John A. Telesio is a waste industry veteran steeped in Corporate Governance/Strategy, M&A, and Governmental Affairs for municipal solid waste franchising.

Mr. Telesio previously was Owner and President/CEO of Consolidated Disposal Service, Inc. (CDS), headquartered in the City of Santa Fe Springs. In May 1997, after amassing a market share comprising 12 municipal franchises in Los Angeles County, including Avalon on Catalina Island, with service to over 150,000residential and 5,000 commercial customers weekly and a fleet of125 vehicles, he successfully merged his company with RepublicServices, Inc., at a total transactional value of $38.8M.

Following the merger, Mr. Telesio founded a financial services boutique, Amicus Asset Management, a California Registered Investment Advisory. Amicus developed a proprietary managed Futures algorithm that was vetted, and adopted, in 2006 by Dunn Asset Management,basedin Stuart, Florida, managing over $1B in public funds.

In 2007, Mr. Telesio became interim C.E.O. of Moore Electric, a $44M/yr.electrical contracting firm specializing in public infrastructure. He was tasked with executing a financial turn-around plan to protect creditors and municipal sector clients. Within a 12-month period, Mr. Telesio effectuated a corporate organization, secured a multi-million-dollar revolving credit facility with East West Bank, and increased the company’s bonding capacity to over$22MM with Zurich Corporation. Said services were provided in conjunction with SC Capital Partners, Newport Beach.

Next, Mr. Telesio assumed managerial control of Complete Landscape, based in Santa Fe Springs, providing municipalities with landscape installation and maintenance services for medians, sidewalks, and parks, as well as tree trimming. The project scope was again, a financial turn-around. Within a nine-month period, topline revenues were doubled, and profitability restored. This growth was due to the award of three exclusive landscape maintenance contracts with the cities of Brea, Downey, and Monterey Park, bid directly by Mr. Telesio. Lastly, clean-fuel grants were obtained through the State to provide funding for a fleet-wide conversion to near-zero emissions vehicles.

Mr. Telesio subsequently accepted the role of Governmental Affairs Consultant for CR&RIncorporated, a privately owned, $300M vertically integrated waste hauler with over 50 municipalities under exclusive franchise. On behalf of CR&R, Mr. Telesio negotiated and secured the award of a $30M, 12.5-year exclusive waste/recycling services franchise in the City of Artesia.

Beginning in January of 2019, Waste Resources, Inc. (WRI) became a client as well. WRI exclusively serves the Cities of Carson, Gardena, Lynwood, Hawaiian Gardens, and more recently, Glendale. In addition to providing strategic counsel, Mr. Telesio undertook the task of renegotiating an outdated franchise agreement in the City of Lynwood generating operating losses of over $150k/mo. In late 2021, the City of Lynwood adopted an Amended and Restated Franchise Agreement providing for a structural rate adjustment, retention of a cap on future rate adjustments, the introduction of SB 1383 organics programs, and a three-year term extension.

At the beginning of 2022, Mr. Telesio partnered exclusively with MUNI, assuming the role of Senior Vice President, to help round out the firm’s overall skillset.

Stephen Howe

Stephen Howe joined MuniEnvironmental in January 2020 to assist clients with implementation and management of solid waste and recycling programs.

With 27 years of experience in the solid waste and recycling industry, Stephen brings substantial knowledge to the firm. He has worked with several municipalities, businesses and schools to implement successful programs helping them lower costs and meet regulations.

Trieu Le joined the MuniEnvironmental team in October 2014 to manage inbound and outbound data and to compile cost reports, diversion reports and disposal reports for the firm’s city clients.

Now in his third year, Trieu plays an active role in helping clients both achieve and maintain their compliance with the State by maintaining and implementing recycling and permit programs at the local jurisdiction level. He also conducts internal and external audits for RFPs and compliance.

Trieu currently is working with city clients to help implement organics recycling programs through site visits and personal outreach.

Trieu holds a B.A. in accounting from California State University, Long Beach.
