

Jeff Duhamel is a professional Solid Waste and Recycling consultant specializing in Solid Waste facility development and municipal regulatory compliance.
In 1997 Mr. Duhamel formed Waste Systems Technology, Inc., a professional consulting firm helping local municipalities, Recycling firms and material recovery facility (MRF) operators meet Recycling and Solid Waste compliance requirements mandated by the State of California and local agencies.

Stephen Howe joined MuniEnvironmental in January 2020 to assist clients with implementation and management of solid waste and recycling programs.
With 27 years of experience in the solid waste and recycling industry, Stephen brings substantial knowledge to the firm. He has worked with several municipalities, businesses and schools to implement successful programs helping them lower costs and meet regulations.

Trieu Le joined the MuniEnvironmental team in October 2014 to manage inbound and outbound data and to compile cost reports, diversion reports and disposal reports for the firm’s city clients.
Now in his third year, Trieu plays an active role in helping clients both achieve and maintain their compliance with the State by maintaining and implementing recycling and permit programs at the local jurisdiction level. He also conducts internal and external audits for RFPs and compliance.
Trieu currently is working with city clients to help implement organics recycling programs through site visits and personal outreach.
Trieu holds a B.S. in accounting from California State University, Long Beach.
Mr. Troutman is a Solid Waste Program Compliance and Sustainability Consultant with experience in field inspections, regulatory compliance, and public education and outreach. Since April 2025, he has headed up the on-site inspection team related to SB 1383, AB 341, and other California recycling legislation, providing waste generator training, education and outreach, and technical assistance to commercial and multifamily properties to support regulatory compliance.
From 2017 – 2025, prior to his return to environmental services, he served as the Director of Weightlifting for Southern California Weightlifting Club. In this role, he oversaw the development of more than 500 athletes, ranging from the local to international level, including Pan American and World Championship competitors. He designed and implemented an education system that allowed college students to earn continuing education units (CEUs), helped develop and administer athlete testing programs for high school and collegiate sports teams, and led educational seminars for sports organizations and community gyms.
From 2009 – 2017, Spencer contracted with a refinery supply company, Advanced Sealing (later ERIKS Seals and Plastics/Lewis Goetz – LGG Industrial), in the capacity of a mechanical engineering support professional for major Los Angeles area refineries, including Chevron, Exxon, and BP. This experience provided a strong foundation in industrial operations, safety awareness, and regulatory compliance.
Mr. Troutman holds a Bachelor of Arts in Business and Communication from Azusa Pacific University, earned in 2015.
